@rud0lf77 just released a tutorial on how to install the Siri UI on an iPhone 4, 3GS, iPod touch or iPad.

This is just the User Interface. You will not be able to use Siri!

I personally would NOT recommend installing the UI on your Phone, because you won’t be able to use Siri and you might break something if you are not careful. Just wait until either rud0lf77 or Jackoplane release a fully functional version of Siri.
